In April 1995, the Japanese Ministry of Education designated a series of core research institutions as "Centers of Excellence (COE)." SRC is one of the 48 such institutions, of which 7 are in humanities or social sciences and 33 are attached to universities.
The Centers which benefit from special budgets for advanced research, employ young scholars as part-time researchers, invite foreign specialists, organize international symposiums, and introduce special equipment.
Making use of its new resources under the program, SRC in 1995 invited the fourth visiting professor from China: Jingjie LI (Institute of East European, Russian and Central Asian Studies, Chinese Academy of Social Sciences). During his stay in Sapporo, July 1, 1995, to March 31, 1996, he studies Sino-Russian Relations in Asia-pacific region.
SRC also hosted three young Japanese scholars as part-time researchers. It is in the process of purchasing a set of archival materials of the Soviet Communist Party, microfilmed by Rosarkhiv for the Hoover Institution and Chadwyck-Healey Ltd.
